Panama has taken an important step toward modernizing its immigration procedures by adopting the Electronic Naturalization Procedure, established through Resolution No. 5173 of September 10, 2026, published in Official Gazette No. 30613-B on September 16, 2026.
This new system will allow applications for a Certificate of Naturalization to be processed electronically, from the receipt and review of documents to the transmission of the file to the appropriate government institutions.
🔐 A More Secure and Transparent Procedure
The electronic file will serve as the official record of the proceedings and must guarantee:
- ✅ The authenticity and integrity of documents.
- 🔒 The protection of personal information.
- 🔎 The traceability of every action.
- ✍️ The use of electronic signatures.
- 📋 The recording of reviews, observations and requests for correction.
- 📲 Document verification through unique identification codes or QR codes.
Once a document has been electronically signed, it may not be altered, replaced or deleted. Any correction must be made by creating a new version while preserving the previous document within the file’s history.
💻 Will the Application Be Entirely Electronic?
The system will be implemented progressively. Furthermore, digitalization does not eliminate the constitutional and legal requirements for obtaining Panamanian citizenship, nor does it guarantee that an application will be approved.
The issuance of a Certificate of Naturalization will remain within the authority of the President of the Republic. Once the application has been approved, the applicant must also take the required oath before the competent authority and complete the corresponding registration before the Civil Registry.
📑 Proper Preparation of the Application Will Remain Essential
Although the electronic procedure is intended to provide greater security, transparency and efficiency, every application must still be properly supported.
A preliminary review of the documents and the applicable legal requirements will be essential to reduce the risk of objections, returned applications or requests for additional documentation.
